Safety training is mandatory for all companies in Germany that handle hazardous substances. This requirement is based on several interrelated regulations. Section 12 of the Occupational Safety and Health Act (ArbSchG) requires every employer to provide their employees with sufficient and appropriate instruction on safety and health protection, both upon hiring and regularly thereafter. DGUV Regulation 1 (Section 4) specifies the requirements for statutory accident insurance and mandates instruction at least once a year. Specifically for hazardous substances, Section 14 of the Hazardous Substances Ordinance (GefStoffV) applies: This regulation requires instruction on the hazards and protective measures before your teams work with the substances, and at least once a year thereafter.
