Safety training is mandatory in Germany for all companies whose employees work with ladders and step stools. This requirement is based on several interrelated regulations. Section 12 of the Occupational Safety and Health Act (ArbSchG) requires every employer to provide their employees with sufficient and appropriate instruction on safety and health protection, both upon hiring and regularly thereafter. DGUV Regulation 1 (Section 4) specifies the requirements for statutory accident insurance and mandates instruction at least once a year. TRBS 2121 applies specifically to work with ladders: This Technical Rule for Operational Safety describes the requirements for the safe use of ladders and step stools, from selection and use to regular inspection.
