Driver training is mandatory in Germany for all companies whose employees drive vehicles for work purposes. This requirement is based on several interrelated regulations. Section 12 of the Occupational Safety and Health Act (ArbSchG) requires every employer to provide their employees with sufficient and appropriate instruction on safety and health protection, both upon hiring and regularly thereafter. DGUV Regulation 1 (Section 4) specifies the requirements for statutory accident insurance and mandates training at least once a year. Specifically for driving vehicles, Section 12 of the Industrial Safety Regulation (BetrSichV) and DGUV Regulation 70 apply: They govern the safe operation of vehicles and require that drivers be instructed in their safe use.
